The Progressive Wage Model (PWM) was developed by the Security Tripartite Cluster (STC) consisting of unions, employers and the government to help uplift
low-wage workers in the security sector. Security agencies must meet the PWM wages and training requirements for all Singaporean and PRs security officers.
