Course Objectives

This course equips the security personnel with knowledge and skills in preparing and submitting tender for security services and be able to apply them in the workplace.

Pre-requisites

  • Obtained Advanced Certificate in Security Supervision and at least a “N” level educational qualification
  • OR

  • At least an “O” level educational qualification with at least 2 years of working experience
  • OR

  • Participants with the following competency ratings from the Employability Skills are eligible:
    • Listening/Speaking Min. Level 7
    • Reading/Writing Min. Level 7
    • Numeracy Min. Level 7

Course Outline

On completion of this unit, learner shall be able to:

Analyse client requirements

  • Identify and review specific tendering criteria, objectives and timeframes to verify client requirements
  • Assess capacity to provide client with security services in accordance with client security requirements and organisational and legislative requirements
  • Assess viability of tendering for the provision of security services to client to determine suitability

Estimate costs

  • Apply understanding of the appropriate terms in tenders for security services to submission of tenders
  • Compare organisations capacity to meet tender requirements adequately
  • Apply organisation’s rate schedules and conditions to establish costing where appropriate, according to organisational procedures
  • Obtain quotations from external suppliers to ensure fair comparisons between suppliers
  • Confirm availability of labour, equipment, materials and other relevant items according to organisational requirements
  • Identify factors which may affect meeting client requirements through site inspection and make allowances for contingencies based on findings
  • Review all information thoroughly to ensure accuracy and prepare a detailed budget according to organisational procedures and submission requirements

Prepare and submit tender

  • Prepare tender using clear and concise language to explain benefits and rationale for security services in accordance with tender requirements
  • Check tender documents for accuracy to ensure it clearly documents client security services meeting client requirements and reflects submission requirements
  • Contact client prior to submission of tender, where possible, to discuss system/service requirements and make any necessary amendments before final submission to client
  • Lodge tender with client within designated timeframes (submission date) and store filing copy of tender documents securely

Review tender submission

  • Confirm written agreement to tender submission by both parties without delays
  • Sought feedback on outcomes of tender submission and review tender submission process to identify areas for improvement to support future tendering procedures and processes
  • Update relevant documentation accurately and promptly and store securely

Certificate Obtained and Conferred by

Statement of Attainment (SOA) from SkillsFuture Singapore (SSG) will be issued for each module graded competent. SOA reflected as SEC-LDR-4001-1.1 Contract Management
